A series of
workshops this summer in Cardiff. Each workshop
will consider what effective process will be available to older
vulnerable people to communicate their views and concerns about the

The
Welsh Food Alliance, the Open University in Wales, the Welsh Board of
Community Health Councils, the Practitioner Network on Ageing, and
Public Health Alliance Cymru are co-sponsoring the first series of
four workshops on June 14th and 21st July 2006 to support the
contribution of patients, service users and carers. Topics covered
include (a) nutrition, (b) medication, the New Public Service –
(c) thinking and (d) working differently.
The overall
aim of these workshops is to refresh thinking around delivering
improved public services, within a dispersed model of care. Each
workshop will consider what effective process will be available to
older vulnerable people to communicate their views and concerns about
the new public service.
The workshops will be held at the
Open University in Wales, 24 Cathedral Road, Cardiff and comprise a
90 minute learning session. This will culminate in a short summary
document of ideas, issues raised and recommendations. Wednesday

Theme -
Nutrition, fluids and nutritional care: the needs of Older
People?

Background
For some time
the Welsh Food Alliance has championed the needs of older people.
This has included: 650 respondents to two Food Surveys, three
workshops in 2005 and presenting detailed evidence to government. WFA
welcome the growing interest being shown by others. There is growing
concern about this issue, especially malnutrition, which is of
supreme importance for older people. Issues could include: growing
malnutrition; fundamentals of care; nutrition, fluids and nutritional
care standards; baseline data and data collection; public
procurement; unified assessment process; workforce development,
monitoring and evaluation.

Inquiry Topic - Within a dispersed model
of care, how do we achieve a better understanding of medicine,
medication and preventive care to improve the health and wellbeing of
older people?

Aims
To explore the use of medicine,
medication and preventive care, and identify holistic ways to promote
and sustain the health and wellbeing of older people, including those
living in care homes
To examine and make recommendations on
how, within a dispersed model of care, we ensure: (i) patient safety
and public protection, (ii) adequate support for carers and (iii)
effective workforce development.
Background
More
than half of the NHS drugs bill is spent on medication for people
over 60. Concern has also been expressed about the interaction of
drugs, the adverse impact on health and quality if life,
inappropriate use with implications for autonomy and independence.
With large-scale organisational change and the development of new
drugs, how do we ensure citizen centred services and good use of
public money? What effective process will be available to older
vulnerable people communicate their views and concerns?
'Medicine'
is a strand within the NSF for Older People, where reference is made
to regular medicine reviews. Our initial intention was (i) to analyse
why we should Quality Assure Medicine Reviews for Older People and
(ii) examine how, when, what and where. However, our starting point
will be to consider other factors, which require close consideration
to obtain a holistic solution.

The New Public Service - thinking
differently

Aim: This
session aims to build consensus and bring clarity to a varied and new
policy jigsaw in meeting the health, social care and wellbeing needs
of older people
Background
This will be a
Collaborative Inquiry around new ways of meeting the health, social
care and wellbeing needs of older people. This session is intended to
refresh our understanding of the needs of older people. This at a
time when a range of new policies are emerging or being consulted
upon.
Participants will have the opportunity to
consider a range of policies, including: Designed for Life, the
Social Care white paper, the Beecham Review, the NSF for Older People
- Implementation Plan, local Health, Social Care and Wellbeing
Strategies, Making the Connections' Customer Service standards,
education and training, workforce development, the review of medical
and non medical regulation, fundamentals of care, accountability and
the necessary governance, commissioning, the development of
healthcare standards and the interim review of 'Food and Wellbeing'.
