Introduction

The purpose of this memo is to alert the Treasury to the high cost of inaction on the inequality of health with its origins in low birthweights. The Times 16th January publicises Gordon Brown on his visit to Africa recognizing women as the means to “deliver Africa out of poverty”. {}
